What is URC?

Our mission is to empower communities to choose a clean, renewable energy future.


Utah Renewable Communities, also known as the Community Renewable Energy Agency, represents a coalition of 16 cities, counties, and towns that are working with Rocky Mountain Power to launch the Community Clean Energy Program, a default net-100% renewable electricity option for customers of Rocky Mountain Power in their respective communities.


Our Partnership with Rocky Mountain Power

Rocky Mountain Power is partnering with URC to launch and operate the Community Clean Energy Program. The utility has been a collaborator since the program was first authorized by state law in 2019 and has worked with the URC communities to advise on program design and implementation since that time. All billing and customer service support for participants will occur through Rocky Mountain Power, and Program participants will continue receiving reliable power through the utility.


Our Agency and Board

Utah Renewable Communities (Also known as the Community Renewable Energy Agency) is made up of government representatives from all the participating communities. The Agency is governed by a Board that makes decisions on key program elements.

Each community may appoint two people to sit on the URC Board: communities must have one primary voting board member who must be an elected official, and they may appoint a second alternate board member who does not have to be an elected official. When the primary is not present, the alternate board member may vote.

Public Board Meetings

The URC Board meets once a month to hear updates and make decisions that move the Program forward. These monthly meetings are held at Millcreek Common, typically occur on the first Monday of the month, and are open to the public.

Agency Agreements

To join the URC Agency, communities must adopt a governance agreement and sign a utility agreement with Rocky Mountain Power.

Utah State Law and Administrative Rules​

Utah Renewable Communities (also known as the Community Renewable Energy Program) is governed by Utah state law and administrative rules.

After the Community Clean Energy Program was approved by the Utah Public Service Commission, URC communities had 90 days to pass an ordinance to remain in the Program when it launches. 16 of the eligible communities voted to adopt the ordinance by the deadline of June 2, 2026.
