How Utah Renewable Communities Program Works

We've simplified the path to clean energy. Here's a step-by-step look at how it all comes together.

Step 1: The Program Launches

  • If you are a Rocky Mountain Power customer in a participating community when the URC Program launches, you will be automatically enrolled in the Program with the option to opt out.
  • If you choose to stay in the Program, a small increase will be added to your  monthly electricity bill. This is a clean energy line item going directly to support new utility-scale clean energy.
  • URC proposes the increase be no more than $3 to $4 per month for the average residential bill, though the final rate impact will be determined by the Public Service Commission and will be adjusted annually. This cost will provide reliable, utility-scale clean energy. Low-income assistance will be available for those who qualify. Learn more about URC’s affordability offerings
  • There are a few regulatory steps that need to happen before the Program can begin. After they are completed, you will receive notices later in the year asking if you’d like to stay in the program. The earliest you’d see a URC clean energy line item on your bill is November or December 2026.

Step 2: Energy is Generated

  • New clean energy (from sources like solar, wind, geothermal, and more) is eligible to be part of the URC program and will be specifically developed to serve program participants. It can be generated in Utah, Idaho, or Wyoming and will be connected to the Rocky Mountain Power grid.
  • We’ll tell you where the energy is coming from once the resources are selected!

Step 3: Power Your Community

  • Enough clean energy is added to the grid to match the amount consumed by participating homes and businesses annually (this is called net-100% renewable electricity). It's a seamless transition for you—no new equipment is needed.
  • The URC Program will start conservatively – with one or two projects. As the number of eligible customers ultimately participating in the program is confirmed, additional renewable resources will be developed to meet the communities’ clean energy goals.
