After nearly six years of planning and collaboration, we’re now in the final stretch toward launching the program, and the momentum is real. To keep things moving quickly, URC is running two major processes at the same time: securing program approval and finding clean energy projects.

Building the Program: The Program Application Process

Since its formation, URC has been working with Rocky Mountain Power to develop the URC Program Application: a collection of documents that describe how the Program will work, including how much it will cost, when it will launch, who will be eligible, and more. As required by the Community Clean Energy Act, the Program Application must be approved by the Utah Public Service Commission before the program can take effect.

Powering Up: Resource Solicitation Process

To power the homes and businesses in our communities with net-100% renewable electricity, URC must obtain more clean energy to add to our Rocky Mountain Power electric grid.

To run the solicitation to obtain new renewable energy resources, URC first had to gain approval from the Utah Public Service Commission (PSC). In May 2025, the PSC approved URC’s solicitation process and URC published a Request for Proposals (RFP) for program resources. This opened the doors to developers who want to build new clean energy projects for the URC Program.
